Sir: In accordance with instructions I have the honor to forward herewith my first annual report as superintendent of the Herbert Welsh Institute, occupying the reservation and building of what was formerly known as Fort Mojave. The reservation and building were formally transferred to me as the representative of the [not legible] Department [not legible] [not legible] commanding on the 22nd day of August 1898. The schools retained the name of the [not legible] until
