Abstract
The James Bilbray Papers contain materials dating from 1979 to 2003, with the bulk of material dating from 1983 to 1985 during Bilbray’s service in the Nevada State Senate. It includes correspondence from constituents, correspondence from Bilbray, legislative materials, and fiscal reports presented to the Senate Finance Committee. The collection also contains a small number of reports from the Congressional Research Service.

Biographical / Historical Note
Nevada politician James H. Bilbray was born May 19, 1938 in Las Vegas, Nevada. After graduating from Las Vegas High School, he attended the University of Nevada, Las Vegas (UNLV), where he served as student body president. He then attended American University where he earned his B.A. and J.D. Bilbray served in the US Army and the Nevada National Guard. He returned to Southern Nevada and worked as an attorney before being elected deputy district attorney for Clark County in 1965. He served on the Nevada Board of Regents between 1968 and 1972. He served in the Nevada Senate between 1981 and 1985 and chaired the Senate Finance Committee. He was elected to the US House of Representatives in 1986 and served in Congress for four terms. After losing his bid for re-election in 1994, Bilbray entered private legal practice in Las Vegas. He remains active in the community.

Materials were donated in 1987 by James Bilbray; accession number 1987-35. Additional materials were received in 2003.
Processing Note
These records are unprocessed. An inventory of the accession was created by Angela Moor in 2017. To prepare the inventory, the described materials were reviewed to create a contents list, estimate dates, and identify material types. The inventory retains the folder names assigned by the donor. Loose materials were foldered. No other work has been performed on the materials.
