127 Ft. Mojave Ariz. March 6 The Honorable Commissioner of Indian Affairs Washington D.C. Sir: I have the honor to write to you for information. Some time ago Judge Blakley of Kingman Ariz. (a very intelligent, christian gentleman) called my attention to the fact that a charge brought against a white person for selling or furnishing whiskey, or liquor to an Indian off a reservation and not an agent, could not be sustained and such a person could not be convicted. I was surprised but upon looking up the matter I could not find that he was wrong. I told the Judge to continue the arrests just the same and we have succeeded in [not legible] 6 or 8 offenders to jail.
