TO
CODE OF STANDARD SPECIFICATIONS FOR PUBLIC IMPROVEMENTS
October 1, 1958
Revisions as follows to the Code of Standard Specifications
for Public Improvement as adopted by Ordinance No.
621 are effective as of this date:
Add to SECTION 57 - Page 152 - Article 11K11. Seal Coat
and chips.
SEAL COAT AND CHIPS
-A- GENERAL
The bituminous seal coat covered by this section of the
specifications shall consist of an application of
bituminous material and mineral aggregate on a previously
prepared wearing course.
-B- MATERIAIS
The materials used shall conform to Section 21 F of
this specification.
-C- WEATHER LIMITATIONS
The seal coat shall be applied only when the existing
surface is dry, and when the weather is not rainy. It
shall not be applied when the roadway surface temperature
is below sixty (60) degrees F., unless otherwise
directed by the Engineer.
-D- PREPARATION OF SURFACE
Immediately before applying the seal coat, all loose
material, dirt, clay or other objectionable material
shall be removed from the surface to be sealed, with
a power broom or blower supplemented with hand brooms,
as directed by the Engineer. After the cleaning operation,
and prior to the application of the prime coat,
an inspection of the area to be coated will be made by
the Engineer to determine its fitness to receive the
bituminous sealing material.
-E- PLACING
a. General. Attention is directed to Section 2, Paragraph
"D", "Preservation of Property", of these
specifications. Liquid asphalt shall be prevented
from spraying upon adjacent pavements or that portion
of the traveled way being used by traffic,
structures, guard rail, guide posts, culvert markers,
trees and shrubbeiy that are not to be removed,
adjacent property and improvements, and other highway
improvements or facilities not specifically
mentioned above.
b. Bituminous Material
(1) Equipment - The Bituminous Distributor shall
have pneumatic tires of such width and number
that the load produced on the base surface shall
not exceed six hundred fifty (650) pounds per
inch of tire width. It shall be so designed and
equipped as to distribute the bituminous material
uniformly at even heat on variable widths of surface
at the controlled rates specified herein. Distributor
equipment shall include an independently
operated bitumen pump, tachometer, pressure gauges,
volume measuring devices, a thermometer for reading
the temperature of tank contents, and a hose attachment
suitable for applying bituminous material to
spots missed by the distributor. The distributor
shall be equipped for circulation and agitation of
the bituminous material during the heating process.
(2) Application of Bituminous Material - Immediately
following the preparation of the surface, the
bituminous material shall be applied at between 0.20
and 0.2$ gal. per square yard as directed by the
Engineer. The sealing material shall be so
applied that uniform distribution is obtained
at all points of the surface to be sealed. Unless
the distributor is equipped so as to obtain satisfactory
results at the junction of previous and
subsequent applications, 25 lb. building felt shall be
spread on the surface for a sufficient distance

back from the ends of each application so that
flow through the sprays may be started and stopped
on the paper, and that all sprays will be operating
at full force on the surface to be treated. Immediately
after the application* the building paper shall
be removed and destroyed. All spots missed by the
distributor shall be properly treated with bituminous
material.
(3) ihe emulsified asphalt shall be applied between
£o F and lkO F as directed by the Engineer.
c. Cover Aggrega te. ,
(1) Spreading - Ihe covering material shall be spread
uniformly over the bituminous material within twenty
minutes after application of tbs bituminous material.
Spreading shall be done uniformly with aggregate spreading
equipment. Trucks spreading aggregate shall be
operated backward covering the bituminous material
ahead of the truck wheels. The aggregate shall be
placed in sufficient quantities, within the limitations
specified in Paragraph'=0? in this section of ,these
specifications (below), to provide a small roll or
surplus material in front of the broom drag thus preventing
the brooms from turning over the coated aggregate.
Areas having insufficient cover shall be backspotted
or sprinkled with additional aggregate by hand
during the operations whenever necessary.
(2) Brooming and Rolling — After sufficient aggregate
is spread to prevent pickup of the bituminous material
the aggregate shall be rolled three passes with a
pneumatic roller followed by at least two passes with
a steel wheel roller before commencing broom dragging.
Broom dragging shall continue as long as is necessary
to uniformly distribute the cover aggregate over the
surface. Broom dragging and rolling shall continue
until the surface material is distributed and worked
in, to the satisfaction of the Engineer, After a
minimum duration period of three weeks,.all surplus
aggregate shall be sweptt off the surface and stock
piled in the location indicated on the plans or as
directed by the Engineer prior to final acceptance
~F- QUANTTHES OF MATERIALS PER SQUARE YARD
Hiequantities of materials to be applied per square
yard for the seal coat and aggregate cover shall be
within the maximum and minimum quantities as shown
in the following table. The exact quantities of
materials"may be varied as directed by the Engineer
to meet specific field conditions.

3. Prime Coat
(a) This shall include all supplies, material, equipment
and operations in connection with the application
of a cut-back liquid asphalt to non-bituminous base
courses prior to the placing of bituminous paving.

Cb) Immediately prior to the application of the
asphalt primer, an inspection shall be made by the
Engineer to verify that the base course is compacted
to a minimum of 90% of maximum density as determined
by the modified A.A.S.H.O. Designation T 180-57 suid
that the surface is smooth, true to grade and cross
section and free of any loose material.
(c) The surface shall have sufficient moisture to
prevent dust bubbles but the percentage of moisture
shall not exceed k% in the upp6r inch of base material.
(d) A prime coat of cut-back asphalt shall be applied
to non-bituminous base courses twenty-four (2U) hours
prior to placing a bituminous pavement thereon.
(e) The pressure distributor used-for applying primer
material shall be equipped with pneumatic tires and

(f) * Upon the prepared surface, asphalt primer
shall be applied uniformly, as directed, at
the rate of from twenty hundredths (0,20) to
thirty hundredths (0.30) gallon per square yard,
as directed by the Engineer, It shall be applied
nnly -when the surface is dry or but Slightly
damp and unless otherwise permitted by the
Engineer when the air temperature in the shade
is not less than 50°F. . . V
In order to prevent lapping at the end junction
of two applications, the distributor shall be
promptly shut off and if necessary, to prevent
dripping, a |drip pan shall be inserted under
the nozzles when the application is stopped.
Before continuing, apdication, building paper
shall b e . Spread over t he'treated surface f or a
sufficient distance back, so that the sprayers
are operating at full force when the Untreated
surface is reached. The building paper shall
then be removed and destroyed, A hand spray
shall be used to apply primer material necessary
to touch up all spots unavoidably missed by the
distributor.

(g) The asphalt primer should preferably be entirely
absorbed by the baSev course and, therefore, require"
no sand cover# If, however, it has not been completely
absorbed twenty~fqur (Sli) hours after application, just
sufficient sand shall be spread over the surface to blot
up the excess liquid asphalt and prevent it fronv picking
up under' t r a f f i c A l s o , , sand shall fbe used in amounts
deemed nepessary by the Engineer at intersections and

Prior to laying" an intermediate or surface course, all
loose or excess sand shall be Stfept from the base#
(h) The contractor shall protect the prime coat against
all damage and markings both from foot and other traffic.
v Barricades'shall be placed at the proper locations to
protect the liquid asphalt from traffic. If after the
prime coat-has been applied to the satisfaction of the
Engineer andhas been accepted by him, it is disturbed
by negligence on the partof the contractor, It shall
be restored at his expense to its condition at the time
of acceptance# No material shall be placed until the
prime coat is in a condition satisfactory to the Engineer
(I) The amount of completed and accepted work shall
be included in,the contract unit price per square yard
fob asphaltic concrete pavement, which shall include
full Compensation forrfurbishing all labor, materials,
tools, equipment, compaction, shaping and water necessary
to complete the job.

With reference to your inquiry of November 10, 1958, concerning methods
of installation of the proposed street lighting.
In general, the lighting units will be spaced at 90 ft. staggered intervals.
That would locate the foundations at 180 ft. spacing on each
side of the street. The standards will be 30 ft. in height, and will
be centered at 18" behind the back of curb. Foundation elevation will
be same as existing curb elevations, and flush with any future sidewalk
development. Wiring will be overhead.
The cost of the improvements will be on a front foot basis far the entire
district regardless of present degree of development of the property. The
estimated cost of improvements is between $i;.00 and $5.00 per front ft.
The complete system will be located within the existing street right-ofway
and consequently should cause no difficulty in future "on site" develop'
ment •

TO
CODE OF STANDARD SPECIFICATIONS
FOR PUBLIC IMPROVEMENTS
Revisions as follows to the Code of Standard
Specifications for Public Improvements as adopted
by Ordinance No. 621, are effective as of this
dates
SECTION 55 - Paragraph B add the followings
Where existing direct burial street lighting cables
are located beneath proposed driveways or sidewalks,
encasement in conduits shall be provided. For double
cables, a one and one-fourth (lij) inch wrapped conduit
shall be installed. For a single cable a one Cl) inch
wrapped conduit shall be installed. The City of Las
Vegas Electrical Division of the Department of Public
Works shall be notified to make necessary cuts and
splices.

21 F - Addition, Seal Coat Materials.
Size Requirements of Aggregate.
The aggregate shall conform to the grading
shown in the following table:
Physical Requirements of Aggregate.
The mineral aggregate shall consist of
crushed stone free from dirt, organic
matter, elayballs or other objectionable
material, and shall be sound and durable.
The percentage of wear as tested by use of
Los Angeles Rattler ASTMC 131-51 shall not
exceed 1*5$ at 500 revolutions.
The aggregate shall be sufficiently free of
moisture to enable it to be readily coated
with bituminous material. Sixty percent
of the aggregate shall have three or more
broken faces.
The bituminous material shall be emulsified
asphalt penetration grade RS-1 or RS-2? as
directed by the Engineer and conforming to
Section 36 of this specification.

To Property Owners in Special Assessment District No. IOO-362
The City of Las Vegas has recently awarded a contract and will shortly
commence construction of street improvements in connection with Assessment
District No. 100-36. It is felt that this advance notice will enable you,
as an individual property owner, to make any necessary arrangements with
regard to the relocation of trees, shrubs, fences, water service lines,
sanitary sewer laterals, or any other obstruction that may be in the public
right-of-way.
We particularly call your attention to the requirement that all water
service lines be a minimum of 30 inches below the finished street surface
and sanitary sewer laterals a minimum of 3 feet. It is your responsibility
to see that your water and sewer service lines comply with this regulation
in advance of construction. The City cannot assume responsibility for
damage to water service or sewer laterals which are not below the minimum
required depth.
One driveway curb cut will be allowed for each fifty foot lot but
only if there is a garage or carport requiring access from the street.
Please advise the City Engineering Department of the need for this curb
cut well in advance of construction. It is requested that you pave your
driveway from the gutter to the property line. Portland cement concrete
paving is preferred but asphalt paving will be acceptable except for
commercial driveways.
Please realize that a construction project of this nature will cause
you some inconvenience, however, the City's Field Personnel will use every
precaution possible to keep this inconvenience to a minimum.,
In the event there is any misunderstanding with regard to the intent
of this notice, you are cordially invited to telephone, or personally contact,
the City Engineering Department for further clarification. The telephone
