    Fort Mojave, Ariz Oct 15 The Honorable Commissioner of Indian Affairs Washington D.C. Sir: I have the honor to call your attention to a letter forwarded by today [not legible] wherein the head chiefs of the Mojave Indians petition their “Great Father” for rations for their old people during the coming winter and give their reasons therefor. I am very much opposed to ration giving as a general thing - think it should never be done except in cases where the Indians are reduced to actual want through no fault of their own.
