168 13 I would also suggest the purchase of a commodious row-boat to be used in ferrying goat goods aeras the river so that they can be hauled up by govt. liams. Such a boat can be built for $30.00 and will save ten times that. These suggestions are made in the order to cut off every possible expense and make this $20000 go as far as possible. Trusting that the recommendations herein suggested meet with your hearty approval, and assuring you that I shall use my [not legible] endeavors to make a first-class school in every respect out of the Herbert Welsh Institute. I am very respectfully, S.M.McCowan Supt.
