Our records disclose that by letter dated August 10, 1959, you were re- quested to submit within 30 days certain additional information concern- ing your method of operation which was considered necessary before a ruling on your status could be issued. In a letter dated September 10, 1959, Mr. Nathan N. Apt informed us that the requested information would, be submitted Mas soon as we receive copies of the necessary documents." Not having received the requested information, we again wrote to you under date of November 5, 1959, and requested the information to be sub- mitted within 30 days. In reply to this, you submitted part of the necessary information by letter of December 1, 1959* However, on page 4 thereof it is stated, among other things, that "we have arranged with Messing and Apt to send you full information on the royalty agreements." On March 31, I960, we again requested that the information be submitted. In reply to this request, you transmitted information pertaining to the Rose de Lima Hospital, but you have not submitted the information re- quested in our letter of August 10, 1959, pertaining to the royalty agreements. Inasmuch as the royalty agreements will have a definite bearing on your status, it is again requested that the information requested in question (2) of our letter of August 10, 1959, be submitted within 30 days from the date of this letter.
