    He has had his tribe dancing ever since. Covertly he is doing all he can to keep a wide charm between his Indians and white civilization. He is constantly killing cattle belonging to white sellers. Covertly he is gathering arms and ammunition to be ready for the conflict when the “Messiah” comes. He is in constant communication with the [not legible] and Northern Indians. He is bitterly opposed to schools and will never willingly consent to sending his or any of the tribe children to school. As his influence is untimely and constantly bad he ought to be taken away from his tribe and locked up.
