    I would say and [not legible] with all the power of command. Keep putting your money into the [not legible] schools. Build up schools in the states in the midst of the [not legible] civilization where the people are in sympathy with the plan, and then push your Outing System. The longer I remain in this work, the more I am convinced that Carlisle, Hampdeu, Haskell and [not legible] (provided the two latter follow the outing system) will do more in five years than all the other schools in the United States combined. How I wish the Herbert Welsh Institute was situated in the midst of such opportunities.
