Jacob L. Snow was born in Boulder City, Nevada. His parents came to Nevada, from Utah in the mid 1950s. Snow worked as assistant director of aviation for planning at McCarran International Airport, as general manager of the Regional Transportation Commission, and as city manager for the City of Henderson.
