Jay L. Marshall was born on May 1, 1928 in Kansas City, Kansas. Jay married Jo on January 10, 1948 and they had two children: David (1957) and Susan (1962).

Marshall was enlisted in the United Stats Marine Corps from 1952 to 1960.

Marshall was a printing pressman and had been in the printing trade for more than fifty years.
