Secretary of the Interior, Ray Lyman Wilbur at far right." A photgrapher at the scene, W.A. Davis, disagrees and says "Cutright caption is incorrect, although he may be correct that man on the right is Wilbur. I believe they signed the agreement for the buyout of St. Thomas.
