This video records the second debate among the primary election candidates for Nevada Supreme Court seat E in 2004. This race was notorious as one of the most expensive in Nevada's election history to that date, and became known derisively as the "$1 Million Race." The candidates here are former Nevada State Senator Lori Lipman Brown; former chairman of the Nevada Republican Party, John Mason; then Nevada Eighth Judicial District Court judge, Ron Parraguirre; and Douglas "Doug" Smith, then a Clark County Justice of the Peace. Parraguirre won this primary election on September 7, 2004, and went on to win the general, as well, on November 2, 2004. Philip Wymer Allen was born August 3, 1918 in Russell Iowa.

Allen obtained a bachelor of science degree from Parsons College in Iowa in 1940; one year of education at Iowa State College in 1941; Associates degree in Meteorology from the University of Chicago, Illinois in 1942; and one year of education at UCLA in 1967.

Allen was active in the United States Army Air Corps from June 23. 1941 to January 16, 1946.

Allen married Jean Luers Allen May 12, 1946.
