Philip Wymer Allen was born August 3, 1918 in Russell Iowa.

Allen obtained a bachelor of science degree from Parsons College in Iowa in 1940; one year of education at Iowa State College in 1941; Associates degree in Meteorology from the University of Chicago, Illinois in 1942; and one year of education at UCLA in 1967.

Allen was active in the United States Army Air Corps from June 23. 1941 to January 16, 1946.

Allen married Jean Luers Allen May 12, 1946.

Philip Allen's employment history is as follows: United States Weather Bureau (Jan 17, 1946 to December 31, 1973); Assignements to HQ. Air Force (May 1949 to December 1952); AEC (June 1956 to March 1972); EPA (April 1972 to December 1973); Lectuter at San Jose State University (1974 to 1975); Consultant Various (1975 to 1985).

He worked at the Nevada Test Site as the Meteorologist in Charge at the Weather Bureau Research Station between 1956 to 1972 and later volunteered at the Atomic Testing Museum in Las Vegas, Nevada.

Allen died June 27, 2015 in Pleasant Hill, California
