The la t t e r circu lar is the only one f ile d with the Interstate Commerce Commission and therefore the only circu lar having any force in the eyes of that Commission. trouble are small in amount. However, you w ill observe Circular 10-K issued by Agent oomph, Buie 8, Section D» authorises the observance of actual weight of any carload shipment submitted by the consignor or consignee, either by means of shipper’ s authenticated invoice, by weighing the entire load on platform scales, or by weighing a proper portion not less than 10^ over standard scales.
