Section 3. For the purpose of determining the compensation payable by the Railroad Companies to the Water Company under Section 2 of this agreement, the cost to the Water Company of producing, transporting and delivering water shall be the cost of producing water from all wells located upon the lands shown in pink on said Exhibit “A" and transporting and delivering the same into the distribution systems of the Water Company and the Railroad Companies through the water production and transmission facilities located upon said lands by means of the pipe lines colored in red and incidental power, telephone and telemeter lines colored in green on said Exhibit "A”. Such cost shall be deemed to includei (a) fhe actual cost to Water Company of labor and materials used in and directly assigned to such work. (b) A reasonable charge representing the actual cost to Water Company of all labor used in such work not directly assigned thereto in payroll distribution. (c) A reasonable charge representing the actual cost to Water Company for supervision of such directly and indirectly assigned labor. (d) A reasonable charge representing the actual cost to Water Company of vacation allowances with respect to all labor directly or indirectly assigned and fa
