Believing that I can save the Department several hundred dollars I ask authority to visit Los Angeles and San Fransisco to give a personal inspection to engines etc. before purchasing, I desire also to thoroughly inspect the methods of irrigating as [not legible] around these places machinery [not legible] etc, I would like to spend not less than [not legible] days in this inspections, true to [not legible]
