ORDINANCE NO. 461 AN ORDINANCE REQUIRING CITY EMPLOYEES TO SUBSCRIBE TO AN OATH OF LOYALTY DISAVOWING SYMPATHY WITH SUBVER­SIVE ACTIVITIES AND PROVIDING FOR THE REGISTRATION OF SAID EMPLOYEES; AND PROVIDING PENALTIES FOR THE VIO­LATION THEREOF. THE BOARD OF COMMISSIONERS OF THE CITY OF LAS VEGAS DOES ORDAIN AS FOLLOWS: Section 1. Every person now in the employ of the City of Las Vegas, Nevada, and every person who shall make application for appointment or employment shall, as a condition of such appointment or employ­ment take the following oath: "I do solemnly swear (or affirm) that I will support, protect and defend the constitution and government of the United States, and the constitu­tion and government of the State of Nevada, against all enemies whether domestic or foreign, and that I will bear true faith, allegiance, and loyalty to the same, any ordinance, resolution, or law of any state con­vention or legislature to the contrary notwithstanding. And I further solemnly swear(or affirm)that I do not believe in, advocate or advise the use of force or violence, or other unlawful or unconstitutional means to overthrow or make any change in the Government established in the United States,the State of Nevada, or the City of Las Vegas; that I am not a member of or affiliated with any organization, association, party group or combination of persons, which approves, advocates, advises, or practices the use of force, or violence, or other unlawful or uncon­stitutional means,to overthrow or make any change in any of the Govern­ments so established; and that I am not bound by any allegiance to any foreign prince, potentate, state or sovereignty whatever; So help me God!" Section 2. A copy of the oath signed by every person in the employ of the City of Las Vegas, Nevada, and every person who shall make application for appointment or employment as provided in Section 1 hereinabove, shall be placed in the employee’s file in the Civil Service Department of the City. Section 3. Every person now in the employ of the City of Las Vegas or who shall hereafter be­come employed, and in addition to taking the oath set forth in Section 1, shall register his name and ad­dress with the Police Department of the City and shall have his thumbprints, fingerprints, and photograph taken and filed with the Bureau of Identification of the City and have issued to him without expense an identification card showing compliance with this Ordinance, such identification card to be returned to the City upon the completion of the employment of such person with the City. Section 4. If any employee refuses to take said oath or who takes said oath, knowing it to be false, or who, having taken it, subsequently violates any of its provisions or refuses to register with the Police Department as herein provided within 30 days from the effective date of this Ordinance, or within
