J.R.C. #2to the amount required for railroad use, would he subject to attack. A corporation organized for this purpose could purchase from the Railroad Company, at a price to be agreed upon, all the lands and water rights at Las Vegas not required for railroad use. If it is desired, the control of the stock of this corporation could be owned and held in the same manner and by the same persons as the stock of the Railroad Company is now held. Officials and employes of the Railroad Company could be allowed to subscribe for the minority stock and in this way afford them an opportunity to make a safe and profitable investment.Yours very respectfully,C.O.
