    6 MINUTES Commissioner Whipple moved the minutes of November 6, 1957 be approved by reference and the Mayor and Clerk authorized to sign same. Motion seconded by Commissioner Sharp and carried by the following vote: Commissioners Bunker, Sharp; Whipple and His Honor voting aye; noeS; none. Absent: Commissioner Fountain. RESOLUTION - Commissioner Bunker moved the following resolution be adopted: Highway Markers ^ RESOLUTION WHEREAS; the new Inter-State Highway System is being established with a new numbering system; supplementing the present U. S. Highway numbering scheme with an entirely new and separate numbering scheme; and WHEREAS; the Board of Commissioners of the City of Las Vegas wishes to pro­mote the best possible method of directing travelers to the places in Las Vegas to which they desire to go; and WHEREAS; it is the judgment of the Board of Commissioners of the City of Las Vegas that "City" or "alternate" routes through Las Vegas should be designated with the same numerical designation as the Inter-State route. NOW; THEREFORE; BE IT RESOLVED by the Board of Commissioners of the City of Las Vegas at a regular meeting thereof held on the 20th day of November; 1957; that the Board does respectfully request that all pertinent officials; both State and Federal; select and designate with the same number as the Inter-State Highway System; those alternate or service routes from the inter-changes into the City of Las Vegas, in order to coordinate and synchronize with the Inter- State route number. PASSED, ADOPTED; and APPROVED this 20th day of November; 1957. Motion seconded by Commissioner S harp and carried by the following vote: Commissioners Bunker; Sharp, Whipple and His Honor voting aye; noes, none. Absent: Commissioner Fountain. CLARK COUNTY FAIR & Discussion was held on the proposed lease of property for the construction of RECREATION BOARD swimming pools by the Clark County Fair and Recreation Board. The Commission was Lease advised that a 99 year lease would be acceptable, but not a thirty year lease as proposed. Commissioner Bunker moved the minutes of October 2nd and November 6, 1957 be amended to read that it is the intention of the Board to enter into a 99 year lease with Clark County. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Bunker, Sharp, Whipple and His Honor voting aye; noes, none. Absent: Commissioner Fountain. HOME OCCUPATIONS Mayor Baker announced that Commissioner Fountain wished to make the following re- Proposed Ordinance port on Home Occupations. J 1. That Family Day Care Homes for not more than four children be permitted as a matter of right in an R-1, R-2, R-3 and R-4 zone. That in R-A and R-E zones these homes be permitted subject to approval by the Child Welfare Board. 2. That Day Nurseries for not more than nine children be permitted without a Use Permit in any zone except an R-A and R-E. 3. That Commercial Nurseries for more than nine children be permitted in commer­cial zones and in an R-4 zone with a Use Permit. Thereafter an ordinance entitled: AN ORDINANCE TO AMEND CHAPTER 24, CODE OF LAS VEGAS, NEVADA, 1949, AS AMENDED, BY DEFINING HOME OCCUPATIONS, AND PROVIDING FOR THE CONTROL OF THE SAME; PROVIDING DISTRICT REGULATIONS FOR R-A (RANCH ESTATES) ZONES; FOR R-E (RESIDENCE ESTATES ZONES; FOR R-1 (SINGLE FAMILY RESIDENCES ZONES; By PERMITTING FAMILY DAY CARE HOMES AND DAY NURSERIES UNDER CERTAIN CONDITIONS; PROVIDING OTHER MATTERS PROPERLY RELATED THERETO; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT THEREWITH; AND PROVIDING PENALTIES FOR THE VIOLATION HEREOF, was read by title and referred to Commissioners Sharp and Whipple for recommendation. PROPOSED ORDINANCE An ordinance entitled: AN ORDINANCE TO AMEND CHAPTER 21, SECTION 7, CODE OF LAS Barbershops VEGAS, NEVADA, 1949, REGULATING THE HOURS AND DATES WHEN BARBERSHOPS SHALL BE OPEN; PROVIDING OTHER MATTERS PERTAINING THERETO; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT THEREWITH; AND PROVIDING PENALTIES FOR THE VIOLA­TION THEREOF, was read by title and referred to Commissioners Bunker and Sharp for recommendation. PROPOSED ORDINANCE Mayor Baker stated that Commissioner Fountain has requested additional time before Inspection of Taxis reporting on the proposed ordinance concerning the inspection of Taxis and Public & Public Vehicles vehicles. GENERAL FUND BALANCE City Manager Kennedy reported that there is a balance of $930,264.56 in the General Fund at this time. He stated that the Service and Material Warrants include $11,374.99 from the Special Assessment Funds and $3;794.15 from the Bond Fund. BRUCE STREET Mr. Kennedy presented a petition from the Calvary Lutheran Church for exchange of Realignment property for the realignment of Bruce Street at Harrison Avenue. Commissioner Bunker moved this petition be referred to the City Attorney for recom­mendation. Motion seconded by Commissioner Sharp and carried by the following vote: Commissioners Bunker, Sharp, Whipple and His Honor voting aye; noes, none. Absent: Commissioner Fountain. 11-20-57
