Reported to Engineer of Water Production, who was in charge of construction and operation of all source and transmission facilities and suburban distribution. Duties included engineering studies and supervision of various field activities from head­quarters in main office. Typical examples as follows: Hired personnel and organized a field engineering force of about 45 men, including designers, draftsman, surveyors, and inspectors. Supervised preliminary investigations, location surveys, and preparation of fight of way maps and legal, descriptions for §12,000,OCX) pipe line. Supervised design and construction of collecting lines and miscellaneous Structures in connection with rehabil­itation of a well field. Assisted and advised Division Superintendents in con­nection with various operating problems. Assisted and advised Accounting Dept, in matters affecting fixed capital accounts and depreciation. Supervised construction of a pumping station and set up operating proceeduree. Made engineering studies for planning future construction. As Project Manager for Aviation Facilities, had similar responsibility for aviation facilities during the rapid expansion program of 194J-44, there being no Construction Division Head at that time. Handled seme §20,000,000 of work at the Alameda, Oakland, and Livermore air stations; the Pan American Airways base at Mills Field; and twelve auxilliary air stations in California end Nevada at about §5,000,000 each. As Resident Officer in Charge of Construction at Camp Parke, was in direct charge of design end construction, under cost-plus-fixed- fee contracts, of camp for 10,000 men, including all utilities and development of a water supply from wells. Also handled duties of Project Manager.
