Montgomery* if, suiting Engineer, relative to the above application. Upon the recommendation of Mr. Montgomery the District feels that this application should be handled as a new project end that at least three bids should be received before the construction of the pipelines. As stated In M s March 12 letter, a facsimile copy of which is enclosed, Mr. Montgomery has qualified his approval of the application by marking above his signature ^approved subject to the receipt of competitive bids • Final approval for the District by the undersigned will be deferred until three bids are submitted and approved by the District directors and Mr. Montgomery.
