REZONING - Public Hearing Set Meadows Addition VARIANCE - Howard Burgess - Public Hearing Set V-29-53 Thereafter Commissioner Bunker moved the foregoing bids received and opened be referred to the City Manager for tabulation and recommendation. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Bunker, Jarrett, Whipple and His Honor voting aye; noes, none. Absent: Commissioner Peccole. This being the time heretofore set for the opening of bids for the purchase of property owned by the City of Las Vegas on Highway 91, there were no bids received. This being the time heretofore set for the opening of bids for the purchase of property owned by the City of Las Vegas, said property being Block 8 of the Biltmore Addition, Annex No. 3, there were no bids received. Commissioner Whipple moved the award of the construction bid for the installation of improve­ments in Assessment District No. 100-20 be continued until May 13, 1953. Motion seconded by Commissioner Bunker and carried by the following vote: Commissioners Bunker, Jarrett, Whipple and His Honor voting aye; noes, none. Absent: Commissioner Peccole. Mr. B. Mahlon Brown appeared before the Board at this time concerning the proposed cash assess­ment district for the installation of improvements on Charleston Boulevard between 10th and 15th Streets. Discussion was held on this matter and it was determined by the Board that when the plans and specifications for this improvement are ready, authorization to publish notice calling for construction bids will be given. The agreement between the City of Las Vegas and the State Highway Department concerning the straightening out of the curve on North 5th Street was presented to the Board for consideration. Commissioner Jarrett moved the aforementioned agreement with the State Highway Department for the improvement of North 5th Street, known as Agreement No. 6 BA, be approved and the Mayor and City Clerk authorized to sign same. Motion seconded by Commissioner Bunker and carried by the following vote: Commissioners Bunker, Jarrett, Whipple and His Honor voting aye; noes, none. Absent: Commissioner Peccole. An ordinance entitled: AN ORDINANCE TO AMEND CHAPTER 20, CODE OF LAS VEGAS, NEVADA, 1949, ALSO KNOWN AS ORDINANCE NO. 359 ENTITLED "AN ORDINANCE OF THE CITY OF LAS VEGAS REGULATING THE APPEAR-ANCE OF MINORS ON THE PUBLIC STREETS, AVENUES, ALLEYS AND OTHERE PUBLIC PLACES WITHIN THE CITY OF LAS VEGAS; PRESCRIBING PENALTIES FOR THE VIOLATION OF ANY OF THE PROVISIONS HEREOF; REPEAL­ING ORDINANCES NO. 9 and 21, AND ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT HEREWITH; AND OTHER MATTERS PROPERLY RELATING THERETO"; BY PROVIDING A NEW AGE LIMIT FOR MINORS VIOLATING CURFEW HOURS; BY DEFINING RESPONSIBILITIES OF PARENTS; BY PROVIDING FOR DUTIES OF THE POLICE DEPARTMENT UPON VIOLATIONS; PROVIDING FOR PENALTIES FOR VIOLATION OF THIS ORDINANCE; PROVIDING FOR OTHER MATTERS PROPERLY RELATED THERETO; AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT THEREWITH, was read by title and referred to Commissioners Bunker and Whipple for recommendation. At this time the request of the First Baptist Church to erect a tent on property located on West Charleston Boulevard and Palomino Lane for the purpose of holding Bible School classes from June 29 to July 10, 1953, was considered. Thereafter Commissioner Jarrett moved the request of the First Baptist Church be approved. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Bunker, Jarrett, Whipple and His Honor voting aye; noes, none. Absent: Commissioner Peccole. At this time the City Manager presented a request of Frank Fairhurst to purchase a portion of City property described as the NW¼ SE¼ of Section 17, T 21 S, R 6l E, and stated that this proper-ty had been appraised by Alexander Boyle who valued the same at $150.00 Thereafter Commissioner Whipple moved this matter be referred to the City Manager to be sold for $150.00 plus the appraiser’s fee of $75.00 Motion seconded by Commissioner Bunker and carried by the following vote: Commissioners Bunker, Jarrett, Whipple and His Honor voting aye; noes, none. Absent: Commissioner Peccole. Commissioner Bunker moved the public hearing on the application of Thomas L. Kaplin to rezone Lots 1, 2 and 3 of Block 3 of the South 5th Street Tract No. 1 from R-3 to R-4 be set for May 29, 1953 at 7:30 P.M. Motion seconded by Commissioner Whipple and carried by the following voter Commissioners Bunker, Jarrett, Whipple and His Honor voting aye; noes, none. Absent: Commissioner Peccole. Commissioner Whipple moved the public hearing on the application of Orval W. Pralle and W.E. Sylvester to reclassify Lot l4, Block 9 of the Boulder Addition from R-3 to R-4 be held May 29y 1953 at 7:30 P.M. Motion seconded by Commissioner Jarrett and carried by the following vote: Commissioners Bunker, Jarrett, Whipple and His Honor voting aye; noes, none. Absent: Commissioner Peccole. Commissioner Whipple moved the public hearing on the rezoning of those lots fronting on Fair-field Avenue between Cincinnati and Baltimore Avenues in the Meadows Addition from R-3 to R-4 be held May 29, 1953 at 7:30 P.M. Motion seconded by Commissioner Bunker and carried by the following voter Commissioners Bunker, Jarrett, Whipple and His Honor voting aye; noes, none. Absent: Commissioner Peccole. Commissioner Whipple moved the public hearing on the appeal of the denial of the application of Howard Burgess for variance to construct and maintain a dormitory for men at 213 North 2nd Street be held May 29, 1953 at 7:30 P.M. Motion seconded by Commissioner Jarrett and carried by the following vote: Commissioners Bunker, Jarrett, Whipple and His Honor voting aye;; noes, none. Absent: Commissioner Peccole.
