I am unable to reconcile the percentages of water used by UPRR and LVL&W Co. for 1939, 1940 and 1941, with the statements of water costs and productions furnished us each year by the Division. These are used as basis for adjustments for 1940, 1941 and 1942, where the largest Increases appear In the bill.
