(1) % mandamus or other salt, notion or proceedings, at law or la equity, to enforce his rights against suoh district and the hoard of such district, Including the right to require such district and such board to fix and collect rates and charges adequate to carry out any agreement as to,'or pledge of, the revenues produced by such rates or charges, and tc require such district and such board to carry out any other covenants and agreement# with such bond holder and to perform its and their duties under this aet. (2) By action or suit in equity to enjoin any any acts or thing# which may he unlawful or a viola tic# of the rights of suoh bond holder. (3) By action or suit in equity to require suoh authority to act as if it were the trustee# of an express trust for such bond holder. (b) By suit, action, or proceeding in court exercising equi­table Jurisdiction to obtain the appointment of a receiver of the enterprise in which the district 1# engaged or any part or part# thereof, who may enter and take possession of such utility or any part or part# thereof, including all prop­erty, land, property rights, easements, and other adjuncts of the utility, and suoh receiver may operate and maintain the e&me, and collect and receive all revenues thereafter aris­ing therefrom in the same manner as such district itself might do, and shall deposit all such moneys in a separate account or accounts and apply the same in accordance with the obligations of suoh district as the court shall direct. iec. 18. That Clark County may advance funds to such district to pay the preliminary organisation, administration, and engineering costs thereof, in such terms of repayment as may be agreed upon, and said county is hereby authorised to declare an emergency and secure necessary funds in the manner now provided by law authorising short-term loans. Bee. 19. That this act is complete in itself and shall be controlling, the prevision# of any other law, general, special or local, except as provided in this act, shall not apply to a district incorporated under this act. dec. 20. The power of eminent domain herein granted may be exercised in the manner provided by Nevada Com­piled laws 1929, sections 9153 'to 9176, inclusive, as amended or supplemented, or any law hereafter enacted for that pur­pose. See. 21. That if any provision of this act, or the applica­tion of such provision to any person, body or circumstances shall be held invalid, the remainder of this aet, or the appli­cation of such provision to persons, bodies or circumstances other th*n those as to which it shall have been held invalid, shall not be affected thereby* Sec. 22. This act shall take effect upon its passage and approval.
