Public Service Commission of Mevada DEC 17 1951 Carson City, Nevada Dear Mr* Scott: ^ I enclose First Revised Slioft PSCH Mo. 2, First Revised Sheet PSCH Mo* 5 and Original Sheet PSCH lo. 5A in the tariff of water rates of the Las Vegas Land and Water Company at Las Vegas, Mevada. These sheets eliminate motels from rate Item Mo. 9 and establish new rates for motels under rate Item 37A. The rate changes mentioned are not made voluntarily by the Las Vegas Land and Water Company, and the tariff sheets above mentioned are sent to you for filing solely in compliance with the Order of the Commission dated December 10,1951, which purports t© have been made at a general session of the Commission on December 7, 1951. The above mentioned rate changes are made and the tariff sheets are sent you for filing under protest for the reason that the Order of the Commission above mentioned is unlawful and arbitrary for the following reasons? 1. it provides for a retroactive reduction in rates« 2. The rate changes required further reduce the revenues of the Las Vega® Land and Water Company and take its property without due process of law. 3.
