We have not in the past construed Mr. Sutton's letter of July 24, 1951, as restricting the use of drafts, the last paragraph of which set forth various uses and “etc.*, however, we will be guided by instruction contained in your letter in future. It Is ay opinion, which is concurred in by Traveling Auditors, that so far as possible all payments should be made by draft so that a complete record is maintained and a receipt is obtained from the recipient in all such transactions. In view of above I hope that the Instructions contained in your letter will be reconsidered. W. H. Johnson
