The proposal must be in such a form that it will provide a self-liquidating project, that will never become a tax burden to the public. The District feels that the public is entitled to the answers to the following questions: 1. Who is currently in charge of the General Services Administration? Now that Colonel Jess Larson, former administrator of G S A , has been appointed to a ne wgovernmental position, to whom must the CRC and the District look for its answers, upon which the future development and fate of the Las Vegas V alle y depends? 2. Why cannot the General Services Administration immediately dispatch to Las Vegas qualified and authorized full-tim e representatives, with full authority to consummate this .matter locally, where the voice of the public may be heard more distinctly than in Washington? 3. Has not the time come for Governor Russell, who is also Chairman of CRC, to make a definite statement and make itfr known to the General Services Administration and the pu b lic? 4. What has occurred to so completely change the initial understanding that the General Services Administration would transfer Basic Magnesium water facilities to the District at $1.00, allowing appropriate credit to the CRC for this concession? What has held up this transfer, which our senior Senator said last week in aletter to the Chamber, of Commerce should have been soncummated long a g o ? The District feels very strongly that basically there is no reason why this project cannot be satisfactorily consummated. There is ample water available through the Henderson facilities for all concerned, lessees, townsite, and the District. The details can and should be easily worked out to a satisfactory conclusion by any group of reasonable and fair-minded business men. This conclusion is an absolute necessity for the future of the Las Vegas area. A ll qialified authorities concur that the Las Vegas area will revert to barren desert if the water supply Is not implemented. Discussion was held as to the proper circulation of the statement, and on motion of M r. M iller seconded by M r. Butterfield, and unanimously carried, the Manager was instructed to mail copies to all the three members of the Washington Delegation from Nevada, to M r. Larson and M r. Mueller of the General Services Administration, to the Governor as Chairman, and to the Secretary of the Colorado River Comm ission, with a letter of transmittal to each, c a lling the attention of the recipient to the particular part of the statement which might be found of interest to him . So far as could be ascertained, M r. Larson had not yet moved from the office of Administrator of G S A to a newly created bureau, so question N o . 2 pf the statement appeared now without effect. It was suggested by the Chairman that the letter of transmittal to M r. Larson recount three separate occasions when the Administrator of G S A had mentioned orally or in writing that the water facility at Henderson might well be taken over by the Water District for $1.00 (or some nominal consideration), provided all the established water users on the line were guaranteed continuation of service and an allowance for expansion of water requirements by the Lessees fully guaranteed by the Water District. Assuming for the moment the futulity of proceeding further with the joint agreement with the C R C , the Chairm an discussed the alternate plan of going to the Lake directly for the additional water requirements of the District.
