WHEREAS, according to the investigation by the Government Accountability Office of Congress and a survey by the Student Public Interest Research Group (Student PIRGs), students spend an average of $898 per year on textbooks1, or 26 percent of the cost of tuition at an average four year university and 72 percent of tuition at the average community college2, and; WHEREAS, textbook prices have increased at four times the rate of inflation between 1994 and 20043, and; WHEREAS, textbook publishers add extra items to textbooks - such as CD-ROMs and workbooks - that drive up average prices by 10-40%4 and that over 65% of faculty surveyed say they "rarely" or "never" use5 those items, and; WHEREAS, textbook publishers put new editions on the market frequently - often with few content changes — making the less expensive used editions obsolete and difficult to find, even though 76% of faculty surveyed said they thought new editions were justified "half the time" or less6, and; WHEREAS, over 700 math and physics professors from 150 universities have called on Thomson Learning to stop issuing unnecessary new editions of it's introductory math and physics books7, and; 1 Merriah Fairchild. From 200 WHEREAS, access to education is so important to society that the education market must be held to a higher standard, therefore be it; RESOLVED, that the Consolidated Students of the University of Nevada, Las Vegas, declares that any commercial practices that serve to drive up educational costs while providing little to no additional educational valu_e are unacceptable, and be it; RESOLVED, that the Consolidated Students of the University of Nevada, Las Vegas, calls upon college textbook publishers to adopt the following practices: • Keep the cost of producing textbooks as low as possible and keep textbook editions on the market for as long as possible without sacrificing educational content; • Give faculty and students the option of buying textbooks "unbundled"; • Give preference to paper or on-line supplements to current editions over producing entirely new editions; • Pass on cost-savings to students once purely online textbooks are on the market; and • Disclose to faculty members all of the different products they sell - including both bundled and unbundled options, list how much each of those products cost, and the length of time they intend to produce the current edition; RESOLVED, that the Consolidated Students of the University of Nevada, Las Vegas, encourages individual faculty and departments to give preference to publishers and textbooks that incorporate the above practices when the educational value is comparable, and be it; RESOLVED, that the Consolidated Students of the University of Nevada, Las Vegas, also encourages individual faculty and departments to submit textbook orders in as early as possible so that students and the bookstore have as much time as possible to search for low-cost books, and be it; RESOLVED, that the Consolidated Students of the University of Nevada, Las Vegas, calls upon the University to encourage student participation in as many forums for students to purchase as many used books as possible, including rental programs, bookswaps, and the CSUN Textbook Exchange, and be it; RESOLVED, that the Senate Secretary will forward a copy of this resolution to the following parties: the Association of American Publishers, UNLV President Dr. Carol C. Goatz Senate Secretary Adam Lewis Senate Bill No. 06 Of the 36th Session Attachment 36.05.05 Introduced By: President Goatz Summary: This bill proposes changing "Office of Student Information" to "Creative Technology". When the directorship was first created, technologies such as video recording and website management and maintenance were not even thought of. It was originally designed to be the marketing department of CSUN. Since we now have a marketing department, the focus of OSI is now has expanded to managing and maintain our technologies that CSUN owns to put out information. The name will now reflect what the department is already currently doing. We, the Consolidated Students of the University of Nevada, represented in the CSUN Senate, do enact as follows: (Additions are underlined. Deletions are in brackets) SENATE BYLAW 27 CSUN CREATIVE TECHNOLOGY DIRECTOR [OFFICE OF STUDENT INFORMATION] (Enacted: January 23, 1986; Effective: May 1, 1986; Revised: June 16, 1988; October 7, 1992, October 29, 2003) I. Purpose Creative Technology [The Office of Student Information (OSI)] shall serve to inform the student body, faculty, media and concerned members of the public as to the activities of the CSUN Student Government. II. Structure Creative Technology [The OSI] shall consist of the following: A. The Director, who shall be nominated by the Executive Board and approved by the Senate; B. The Assistant Director, who shall be selected as prescribed by Article IX, Section E, Item 1, of the CSUN Constitution; C. Staff members shall be chosen by the Director. III. Duties, Powers, and Responsibilities of Creative Technology [the Office of Student Information] A. The Director: 1. The duties of the Director shall be as those described in Article IX, Section D, of the CSUN Constitution; B. The Assistant Director: 1. The duties of the Assistant Director shall be as those as described in Article IX, Section E, of the CSUN Constitution. C. Creative Technology [Office of Student Information (OSI)]: 1. Report on activities of CSUN media and local media; 2. Maintain and update all informational materials used to inform the campus and public of CSUN's activities; 3. Creative Technology [OSI] shall also perform any duties delegated to it by the Executive Board or the CSUN Senate; 4. Creative Technology shall maintain and update all technology that CSUN possess. 5. Creative Technology [OSI] shall establish an Operating Policy to be approved by both Creative Technology Board [OSI] and the CSUN Senate. Senate Bill No. 06 Of the 36th Session Attachment 36.05.05 Introduced By: Senator Fred Johns Summary: This Bylaw is designed to increase the accountability of officers in the CSUN Student Government, outline those who can use the Senate Chambers MSU 302, and set procedures for allowing Senate Guests to use Senate Chambers 302. We the Consolidated Student of the University of Nevada, represented in the CSUN Senate do enact as follows: BYLAW XX SENATE CHAMBERS I. Purpose A. To clarify the uses of the Senate Chambers MSU 302; B. To clarify questions of privilege; C. To set procedures for the uses of the Senate Chambers MSU 302. II. Definition A. The Senate Chambers may only be used by the Senators, Employees of the CSUN Student Government, Executive Board, Judicial Council, Directors. President's Advisory Council, Board Members, and Checked in Guests of Senators; listed in the order of primacy. B. Only the Guests of Senators may use the Senate Chambers MSU 302: 1. When checked in at the front desk, the log shall have: a. A signature of the Senator the guest came with; b. The business of the guest; c. The guest must have an official purpose for being there other than 'hanging out' or similar reasons. 2. The Senator that checked in with the guest must escort the guest out of the chambers when that Senator leaves and have them sign out at the front desk. C. The Guests may use the computers but may not print. Those able to print in MSU 302 are the Senators, Executive Board, Judicial Council, Directors, President's Advisory Council, Board Members, and Employees of the CSUN Student Government. III. Consequences A. Questions of privile ge should first be checked at the front desk to see if the person is a registered guest: 1. If the person in question is not registered, the guest needs to find the Senator who escorted them and sign in 2. If the person in question is not escorted by a Senator, they shall be asked to leave; 3. If the person in question refuses to leave, UNLV Police shall be called to escort the person out of the chambers. B. If the guest is in the chambers without the Senator in the CSUN Student Government offices of the same locale, that Senator shall be brought up to the Rules and Ethics Committee on Ethics Infractions. This Bylaw shall become effective immediately after the passage of this bylaw by a two-thirds (2/3's) majority of the Senate. Senate Bill No.3 Attachment 36.05.03 Of the 36th Session Proposed Amendment to Bylaw 28 "Ways and Means Committee" INTRODUCED BY: Senator Moses, Senator Jimenez Summary: This bylaw needs to be revised in order to assure the students that CSUN will not operate on a deficit budget. In the wake of this years budget complication, we feel it to be in the best interest of the students, CSUN, and all others affected by our budget, that we affirm that the ways and means committee will not create a budget that exceeds our projected revenues. We the Consolidated Students of the University of Nevada, represented in the CSUN Senate do enact as follows: (Additions are underlined. Deletions shall be in brackets) C. The Committee: 1. The Ways and Means Committee shall submit a zero deficit annual CSUN budget to the senate no later than the 4th Wednesday of May. Senate Bill No.5 Of the 36th Session Attachment 36.05.04 Introduced By: Senator Moses Summary: This bylaw is irrelevant to the use of CSUN student government. We the Consolidated students of the University of Nevada, represented in the CSUN Senate do enact as follows: (All additions are Underline and deletions are in brackets) [SENATE BYLAW 68 CSUN REBEL RADIO (Effective: June 18, 2001) [Purpose The purpose of the Rebel Radio Station shall be to establish and maintain an atmosphere of student activities by the forum of radio broadcast. It shall also serve to inform the student body, faculty, media, and concerned members of the public as the activities of CSUN Student Government and CSUN recognized organizations. Structure The Rebel Radio Station shall consist of the following: The CSUN Rebel Radio Director who shall be nominated by the CSUN Executive Board and Approved by the Senate. The CSUN Assistant Student Program Director, CSUN Assistant Operations/Production Director, CSUN Assistant Campus News Director, and CSUN Assistant Advertisement Director shall all be nominated by the Executive Board and approved by the CSUN Senate. Duties, Powers, and Responsibilities of the CSUN Rebel Radio Director The CSUN Rebel Radio Director: Shall direct and coordinate operations departments of the Rebel Radio Station; Shall interpret and carry out general policies established by Station Officers; Shall prepare station budget; Make decisions pertaining to general policies that are beyond the scope and authority of department heads; All hiring and discharging personnel shall be in conjunction with all current CSUN Policies; Shall report to the Student Body President on a weekly basis, the Executive Committee at each scheduled meeting, and attend all CSUN Senate meetings; Shall submit a budget to the CSUN Executive Board, Rebel Radio Executive Committee, and the CSUN Senate for approval; Shall establish an Operating Policy to be approved by the CSUN Executive Board, Rebel Radio Executive Committee, and the CSUN Senate; Shall report on the activities of CSUN media and local media; Shall perform any duties delegated to it by the CSUN Executive Board, Rebel Radio Executive Committee, or the CSUN Senate. Duties, Powers, and Responsibilities of the CSUN Rebel Radio Assistant Directors Assistant Programming Director Shall supervise and coordinate the programming for the radio station, as well as create the monthly broadcasting schedule; Shall supervise and monitor all program operations activities; Shall ensure that all programming activities are conducted with the Rebel Radio Station's mission and goals, and which shall be in coordinate with CSUN's mission and goals; Shall make programming decisions and adjustments according to student response and other factors; Shall work collaboratively with student disc jockeys to create quality programming; Shall report to the CSUN Rebel Radio Director. Assistant Operations/Production Director Directs, coordinates, and supervises the broadcast production department for on-and-off air projects: develops programs, provides creative and logistical guidance to producers and other production staff; Coordinates activities of personnel engaged in preparation of the station schedules; Prepares schedules for talent and assigns talent to broadcast periods; Reports to the CSUN Rebel Radio Director. Assistant Campus News Director Complies, dispenses, and files news stories and related copies with Program and Operations Director; Telephones people involved in news events to obtain further information or to arrange for on-air or background interviews; Files and retrieves new stories and public service announcements; Will focus on news, campus sporting events, and student activities; Reports to the CSUN Rebel Radio Director. Assistant Advertisement Director Plans and directs activities to secure and maintain advertising revenue for the Rebel Radio Station; Identifies prospective corporate funding sources for proposed broadcast funding; Reports to the CSUN Rebel Radio Director] Senate Bill No. 16 Of the 36th Session Attachment 36.05.05 Introduced by: Senator De Armas and President Goatz Summary: In previous years, Senators have commented that they lack skills at the beginning of each session and by the end they have finally gained some mastery of them. This committee will serve to develop these skills to help Senators to perform their jobs to the best of their ability. We, the Consolidated Students of the University of Nevada, represented in the CSUN Senate, do enact as follows: SENATE BYLAW XX SENATE DEVELOPMENT COMMITTEE (Effective: ) I. Purpose The purpose of the Senate Development Committee shall be to plan and implement programs and activities for Senators to develop their skills in order to aide them in the execution of their job. II. Structure Senate Development Committee shall consist of the following: A. The chairman, who must be a Senator, shall be nominated and approved by the Senate; B. At least four (4), but no more than seven (7) CSUN Senators, all of which must be Senators; C. The Senate President Pro Tempore shall be an ex officio member of the committee. III. Duties, Powers, and Responsibilities A. The Chairman: 1. Shall be a Senator nominated and appointed by the Senate; 2. Shall preside over all of the official meetings; 3. The Chairman or the Chairman's designee, will maintain all agendas and minutes, and be responsible for the attendance records; 4. Shall assign excused/unexcused absences to members of the Committee. 5. Shall vote only to break a tie; 6. Shall undertake all charges deemed necessary by the full Committee and/or the Senate; 7. Shall have the power to remove any member with two (2) or more unexcused absences. B. The Vice Chairman: 1. Shall assume the roll of the Chairman in the temporary or permanent absence of the Chairman, and will assume all responsibilities of the position therein; 2. Shall retain full voting privileges. C. The Committee: 1. Shall plan and implement at least two (2) programs per semester on such topics as parliamentary procedure, diversity relations, and ethics; 2. Shall be responsible for revising the CSUN Handbook for incoming CSUN officers and officials; 3. Shall identify and submit for approval to the Senate, any other materials CSUN officers and officials may warrant to effectively execute their position; 4. Shall work with the Executive Board to plan the annual new Senator Orientation; 5. Shall develop and approve a budget for the implementation of programs; 6. Shall undertake all charges deemed necessary by the full Committee and/or the Senate. IV. Attendance of Programs 1. All Senators are required to attend at least one (1) of the programs implemented by the Committee per semester; 2. The Committee Chairman shall keep an attendance record of the Senators who attend each program and shall include the record in their report to the Senate at the Senate meeting following the program; 3. Failure for a Senator to attend the program shall result in the Senator being called to appear before the Rules and Ethics Committee for reprimanding. V. Budget 1. The Committee shall develop a budget no later than March 31 for materials and the implementation of programs planned by the Committee; Upon completion of the budget, it shall be submitted to the Ways and Means committee for consideration for inclusion into the CSUN fiscal year budget. Senate Bill No.9 Of the 36th Session Attachment 36.05.06 Introduced By: Senator Moses Summary: This bylaw is irrelevant to the use of CSUN student government. We the Consolidated students of the University of Nevada, represented in the CSUN Senate do enact as follows: (All additions are Underline and deletions are in brackets) [SENATE BYLAW 70 STUDENT BODY PRESIDENT'S ADVISORY COUNCILS (Effective: October 30, 2001) Purpose The Advisory Councils shall serve as advisors to the Student Body President Structure The Student Body President's Advisory Councils shall be comprised of the following: Three (3) Councils Campus Life Council College Council Class Council The Director, who shall be appointed/dismissed by the Student Body President The Assistant Director, who shall be selected by the Director Membership The Campus life Council shall be composed of a minimum of ten (10) CSUN members; The College Council shall be composed of a minimum of two (2) students from every college of study. Each student must be admitted into his/her prospective college; The Class Council shall be composed of a minimum of four (4) students from every class standing. Selection Students seeking to become a member of the Student Body President's Advisory Council shall complete and application; Applicants shall be interviewed by the Student Body President and/or the Director of Advisory Councils; Members shall be selected by the Director of Advisory Councils and approved by the Student Body President. Duties, Powers, and Responsibilities The Director: The Director shall preside over all Council meetings; The Director shall report to the Student Body President; The Director shall perform duties delegated by the Student Body President; The Director shall hold a meeting at least once each semester, with the first meeting no later than the fifth (5th) Friday in the Fall and Spring academic semesters. The Assistant Director The Assistant Director shall assist the Director; In the temporary absence of the Director, the Assistant Director shall assume the directorship during the Director's absence. The Assistant Director shall perform duties as delegated by the Director. Campus Life Council The Campus Life Council shall advise the Student Body President about issues that involve UNLV students in regards to campus events, student organizations, and the improvement of enriching the lives of CSUN members. The College Council The College Council shall advise the Student Body President about issues that involve their particular college of study. The College Council shall discuss ways to increase student involvement from each college. The Class Council The Class Council shall advise the Student Body President by gathering input on ways to increase school spirit and help expand the current UNLV traditions and develop new traditions. Terms of Office The Director, Assistant Director and Advisory Council members shall serve a one year term, from May 1 through April 30 Remuneration A. We the Consolidated students of the University of Nevada, represented in the CSUN Senate do enact as follows: (All additions are Underline and deletions are in brackets) [SENATE BYLAW 71 UNL Voice Newsletter (Effective March, 11 2001) 11 Purpose The mission of the Student Government UNL Voice Newsletter shall be: A To provide means for responsible and effective student communication about the activities and progress of CSUN Student Government to the undergraduate students of the University of Nevada, Las Vegas; B To communicate the progress of those interests of the student body and the university community that falls in the mission of the CSUN Student Government; C to provide an official voice through which the mission of the student leadership may be expressed accurately and thoroughly D To provide means whereby students may gain experience and training in responsible reporting and participation and community leadership within CSUN Student Government. 2 II Structure The CSUN UNL Voice Newsletter shall be made available to incoming students at orientation and shall be published on thee last Wednesday and Thursday of every month during both the fall and spring semesters, excluding the last month of each semester. The chairman of the President's Advisory Councils shall coordinate information for each issue of the UNL Voice and/or appoint another member of the council to aid in coordinating information. In either case the President's Advisory Council shall serve as the coordinating and managing group of the said publication. Each CSUN Senator shall be required to submit one article per semester to the Newsletter for publication. The article shall be submitted to the coordinator of the newsletter by the 3rd Wednesday of the month. There must be a minimum of four articles in every issue of the newsletter from the CSUN Senate. Each CSUN Director shall be required to submit one article per issue to the Newsletter for publication. The article shall be submitted to the coordinator of the newsletter by the 3rd Wednesday of the month. Each CSUN Executive Board Officer shall be required to submit on e article per issue to the newsletter for publication.
