Not later than thirty (30) days after the sale date the District shall submit to the First Parties plans and specifications for the above mentioned work which shall provide for the construction of pipe lines with inside diameters which may be less than,but shall not exceed, those above set forth. The First Parties shall approve or disapprove said plans and specifications, provided that approval thereof shall not be unreasonably withheld or delayed. Within one hundred eighty (l8o) days after the sale date or within one hundred eighty (l80) days after the First Parties shall have approved the plans and specifications, whichever date may be later, the District shall award a contract or contracts for the performance of said work in accordance with the plans and specifications approved by the First Parties. Not less than fifteen (15) calendar days prior to the execution by the District of any contract or contracts for the purchase of any materials for or the performance of all or any portion of the work provided for in this Section 5, the District shall present to the First Parties for their approval the following proposed provisions relative to said contract or contracts; The proposed date or dates of execution of said contract or contracts, the name and address of the person or persons with whom the District proposes to enter a contract, a description of the material to be furnished or work to be performed, the time and place for the delivery of said material or for the performance of said work, and the price, time and manner of'payment for said material or performance of said work. If the First Parties shall approve said proposed provisions or shall fail to disapprove the same prior to said proposed date or dates of execution, the District may execute said contract or contracts, and payment therefor shall be made from the Relocation Fund hereinafter described. If the First Parties disapprove said proposed provisions within the period of time above mentioned, no payment shall be made from the Relocation Fund on account of any contract or contracts containing any provisions so disapproved until completion of all work provided for in Section 5 in accordance with the provisions of said section and until payment has been made from the Relocation Fund for materials supplied or work performed pursuant to a contract or contracts made by the District, the said provisions of which have been approved by the First Parties, or pursuant to a contract or contracts made by the First Parties as provided in this Section 5. 17.
