Reinhardt - Los Angeles) I am now In receipt of a letter from Mr. Allen Chairman of the Public Service Commission, re water rates charged to J. R. Henderson. I wrote Mr. Allen on this same subject on August 20, 1953, and sent you a copy of my letter. In that letter I drew his attention to the fact that Hen­derson was being charged the same rate as all other competitors doing the same kind of business, and the rate had been approved by the Commission. Mr. Allen now suggests that we give Henderson a special rate irrespective of tariff. Possibly Mr. Henderson knows where the body is buried. I would appreciate if you would discuss this matter with Mr. Allen when you see him on February 4th and explain to him that his suggestion is ridiculous, but do so in a diplomatic way, after which you can advise me of the result of your conference and I will reply to Mr. Allen.
