EMERGENCY ORDINANCE NO. 416 AN EMERGENCY ORDINANCE DECLARING THE DETERMINATION OF THE BOARD OF COMMISSIONERS OF THE CITY OF LAS VEGAS, NEVA­DA, TO MAKE CERTAIN IMPROVEMENTS IN THE CITY OF LAS VEGAS BY GRADING FOR AND CONSTRUCTING OIL BOUND GRAVEL PAVE- MENTS AND CONCRETE CURBS AND GUTTERS ON CERTAIN STREETS AND PORTION OF STREETS IN SAID CITY; PROVIDING THAT THE COST AND EXPENSE THEREOF SHALL BE PAID ENTIRELY BY SPECIAL ASSESSMENT UPON ALL THE LOTS INCLUDED WITHIN THE SPE- CIAL ASSESSMENT DISTRICT HEREBY ESTABLISHED ACCORDING TO THE FRONTAGE; AND OTHER MATTERS RELATING THERETO. The Board of Commissioners of the City of Las Vegas do ordain as follows: Section 1. The Board of Commissioners of the City of Las Vegas hereby declares its determination to make the following improvements in the City of Las Vegas, in accordance with the plats, diagrams and estimates of cost on file in the office of the City Clerk of Las Vegas: To grade for and construct oil bound gravel pavement and concrete curbs and gutters whenever necessary with- in the special assessment district hereby established, to-wit: The area from the alley between 9th Street and 10th Street to the East property line of 14th Street, from the North property line of Stewart Avenue to the North property line of Charleston Boulevard, not including Fremont Street, and Stewart Avenue from 14th Street to 25th Street. The above described assessment district shall be designated and known as Street Improvement Assessment Dis- trict No. 100-2. Section 2. The cost and expense of making the improvements described in Section 1 of this Ordinance shall be paid by special assessment to be made, according to the frontage, against the owners and upon the taxable lots and premises embraced within the special assessment district hereby created, and composed of all the taxable lots and premises included within said district and shall receive benefits from said street improvement assessment district No. 100-2, as shown on Exhibit A, a map thereof, on file in the office of the City Clerk of the City of Las Vegas, Nevada. Section 3. The City Clerk of the City of Las Vegas shall keep the plats, diagrams, and the estimates of cost on file in her office for public inspection, and the City Clerk of the City of Las Vegas shall give notice there- of and of the proposed improvements, of the location thereof, and of the district to be assessed, by publication for two weeks, that is to say, once a week for two successive weeks, in the Las Vegas Review Journal, a daily newspaper published in the City of Las Vegas, by posting notices of the same in at least three public places in each ward, and also by posting a notice in or near the postoffice of the City of Las Vegas, and by posting no­tices in three public places near the site of the proposed improvements. The notices shall also state the time when the Board of Commissioners of the City of Las Vegas will meet and consider any suggestions and objections that may be made by parties in interest to the proposed improvements. Section 4. This ordinance shall be in full force and effect upon its final passage and publication, as in the next section provided. Section 5. The City Clerk and Clerk of the Board of Commissioners of the City of Las Vegas, shall cause this Ordinance No. 416 to be published once a week for two successive weeks immediately following its final read­ing and adoption, in the Las Vegas Review Journal, a daily newspaper published in the City of Las Vegas.
