Campbell and Julian Moore, In Washington, 0 . C . M r. Moore - I wanted to bring you up to date on what is happening. First of a ll, it appears that the b ills w ill take the form that they are presently in . They possibly w ill have to be amended in Committee in a minor sort of w ay, bit substantially they w ill remain in the form that they are in . M r, Campbell • Then it won't be necessary to change over to legal description and have Congress grant - it w ill be left to the Sedretary? M r. Moore - That's right. Before the Committee w ill even approach one of these lilt s they have to have their legal counsel of the Committee file a report on It. It w ill then go down to the Department e f the interior and their attorneys w ill go over it , which is what they are doing now. But that - they in turn send It to the people undmr them like the Park Service, the Bureau of Reclamation and the Bureau of Lend Management. We were with the four attorneys representing those people a ll afternoon. We don't anticipate any trouble with any one, with the possible exception of the Bureau of Reclamations - Hie three m illion gallons of water that they claimed under Hie other b ill, but fortunately M r. N ielsen of the Bureau from Boulder C ity Is back here and we are working on that. We don't think that Is a major pboiem but Is one of foe Irritating details we have to get around. It is also possible the amendment that w ill have to come about w ill be to provide for the payment of this land, certainly by BM I, on the Morse formula. They say that he vH( not let a b ill go through Congress to a private corporation that does not provide for the payment on Hie formula. I have told them to go ahead and amend the b ill mi far ca BMI Is concerned. They also are going to have to provide In the District blit the possibility that If the value pf the land so acqulrdd Is In excess of $ 1 .2 5 an aero that y o u w ill pay in excess of the $ 1 .2 5 an acre for I t . The Bureau of Land Management seems to be a stickler on giving away anything. Mr. Campbell * Does that mean that in the event they make a factual appraisal on Hie Jana and It is In excess of $1* 25 that we pay any excess? M r. Moore « That's right, any excess.
