Mayor Baker requested that Commissioner Sharp show the proposed plans for the improve­ment of the circle in Hyde Park to the property owners that are present who have petitioned the City for the beautification of this property. Mayor Baker explained that provision had been made in the new Budget for this improvement but that the City would not know whether the work could be accomplished until the Budget is approved in April. Mrs. Dave Brown, spokesman for the group was asked to appoint a committee to work with the City on this project. Commissioner Bunker moved the Director of Public Works be instructed to proceed to prepare plans and specifications and advertise for bids to be opened March 6, 1957 for the installation of a sprinkling system in the circle in Hyde Park. Motion seconded by Commissioner Sharp and carried by the following vote: Commissioners Bunker, Fountain, Sharp, Whipple and His Honor voting aye; noes, none. Planning Director Franklin Bills presented the recommendation of the Traffic & Parking Commission that one-hour parking requirements be placed on the north side of Ogden between 7th and 8th Streets. Commissioner Fountain moved this recommendation be held in abeyance until the City obtains written indication from the property owners as to whether they are in favor of this change. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Bunker, Fountain, Sharp, Whipple and His Honor voting aye; noes, none. The Commission considered the recommendation of the Traffic and Parking Commission that the Chief of Police be delegated authority to install two-hour parking limits on both sides of South Main Street from Bridger to South 5th Street. This recommendation was held in abeyance until property owners and tenants in the area can be contacted and indicate in writing whether they are in favor of a two-hour park­ing limit. City Engineer Wade advised the Commission that Twin Lakes Unit has been completed, checked through the City Departments and recommended that this Subdivision be accepted and the bond released. Commissioner Whipple moved that Twin Lakes Unit be accepted and the bond released. Motion seconded by Commissioner Sharp and carried by the following vote: Commissioners Bunker, Fountain, Sharp, Whipple and His Honor voting aye; noes, none. City Engineer Wade advised the Commission that Highland Square has been completed, checked through and the City Departments and recommended that this subdivision be accepted and the bond released. Commissioner Bunker moved that Highland Square be accepted and the bond released. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Bunker, Fountain, Sharp, Whipple and His Honor voting aye; noes, none. The City Engineer advised the Commission that McNeil Tract #3 has been completed, checked through the City Departments and recommended that this subdivision be accepted and the bond released. Commissioner Fountain moved that McNeil Tract #3 be accepted and the bond released. Motion seconded by Commissioner Sharp and carried by the following vote: Commissioners Bunker, Fountain, Sharp, Whipple and His Honor voting aye; noes, none. City Engineer Wade advised the Commission that Rancho Park has been completed, checked through the City Departments and recommended its acceptance and release of bond. Commissioner Sharp moved that Rancho Park be accepted and the bond released. Motion seconded by Commissioner Fountain and carried by the following vote: Commissioners Bunker, Fountain, Sharp, Whipple and His Honor voting aye; noes, none. The City Engineer Advised the Commission that Glen Heather #1 has been completed, checked through the City Departments and recommended the acceptance of this subdivision and the release of the bond. Commissioner Bunker moved that Glen Heather be accepted and the bond released. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Bunker, Fountain, Sharp, Whipple and His Honor voting aye; noes, none. City Engineer Wade advised the Commission that the off-site improvements in connection with the use permit granted Theresa Cardinal to construct a mortuary on Foremaster Lane between 3th and Main Streets have been inspected and accepted by his Department. Mr. Wade recommended that the bond be released. Commissioner Sharp moved the bond of Theresa Cardinal be released. Motion seconded by Commissioner Bunker and carried by the following vote: Commissioners Bunker, Fountain, Sharp, Whipple and His Honor voting aye; noes, none. At this time the City Engineer presented the request of Standard Wholesale Supply Company that the agreement for the installation of off-site improvements in connection with the use permit granted them to install a bulk plant and service station east of their property at 855 West Bonanza be assigned to Union Oil Company. Mr. Wade explained that this property had been sold to Union Oil Company, and there was no agreement required for the installation of off-site improvements of Standard Wholesale since their building was developed under conforming use.
