(U P)—Various changes in bond regulations governing ' the Las Vegas Valley Water District were proposed today in an Assembly bill introduced by William Coulthard (D., Clark), who is a director of the district in Las Vegas 'ir I The bill said it was the intent of the water district act that any bonds issued by the district, so far as possible, would be repaid by revenue earned. The board of directors could fix rates sufficient to cover operation costs' provide a depreciation fund," replacements and meet general expenses.
