Referring to the above estimate, where ws include the cost of removing and replacing pavement, Mr. W. H, Johnson advised that we have an agreement with the city whereby the city will re­place pavement under situations such as the one at hand. However, I was advised by Mr. Doyle, our Superintendent, that the agree­ment with the oity with regard to replacing pavement refers to the replacement of pavement removed by us in connection with the re­pair of leaks only and does not cover situations where the Water Company cuts the entire width of street in connection with instal­lation of a new line. With reference to the above mentioned agreement with the city, I am advised by our forces here that this is not covered by a written agreement, but is merely an “understanding** with city authorities. I am also informed by Mr. Doyle, our Superintendent, that there are several other applicants for service lines who are familiar with Mr. Fong*s complaint in this matter and are Just waiting to see what the decision will be before making similar applications in their own behalf. It also seemed apparent that there are certain plumbers in the oity who are putting the people up to making complaints of the nature made by Mr. Fong, and I believe the decision made in this case will be important from the standpoint of our futusr© stand in connection with extension of
