(b ) That ap p lic an t i s informed and b e lie v e s and therefo re a lle g e s that the water a q u ife r s in said b a sin are recharged by p r e c ip it a t io n f a l l i n g in the mountain ranges surrounding the said Las Vegas b a sin la r g e ly in the form o f snow which m elts and p e rc o la te s in to the sands and g ra v e l o f the w ater basin . (c ) That a p p lic an t i s informed and b e lie v e s and therefo re a lle g e s that the sn ow fall in said mountains during the w in ter months o f 1949-1950 was but f i f t y per cent (50$) o f the normal sn o w fa ll and f o r the year 1950-1951 was but ten per cent (10$) o f the normal sn o w fa ll. (d ) That the population o f Las Vegas during the la s t fiv e years has in creased over twenty per cent (20$) and the number o f customers has in creased from approxim ately 5,900 to 8,900 and the w ater consumed by the customers o f the ap p lican t h erein has in creased from 2,291,623,000 g a llo n s in 1945 to 3,472,022,000 g a llo n s in 1950. Consumption in the f i r s t h a lf o f 1951 was g re a te r than the corresponding p e rio d fo r 1950. (e ) That the average d a ily consumption p er c a p ita in the City o f Las Vegas i s 'g re a tly in excess o f the consumption in other c i t i e s o f comparable c lim a tic con dition s. ( f ) That one o f the evidences o f the excessive use o f water in the City o f Las Vegas i s that the average d a ily flo w through the sewage d is p o s a l p lan t i s in excess o f 6,000,000 g a llo n s . (g ) That your a p p lic an t i s informed and b e lie v e s and th erefo re a lle g e s , that the recharge rate o f the Las Vegas V a lley Water Basin from the sources hereinabove mentioned, ranges from III -2 -
