An Ordinance entitled: AN ORDINANCE TO AMEND EMERGENCY ORDINANCE NO. 468 ADOPTING THE CIVIL SERVICE RULES AND REGULATIONS OF THE CITY OF LAS VEGAS, NEVADA, BY PERMITTING EMPLOYEES HOLDING CIVIL SERVICE STATUS TO BE GRANTED LEAVE TO ACCEPT AN APPOINTIVE POSITION WITHIN THE CITY AND TO RETAIN CIVIL SERVICE STATUS; PROVIDING OTHER MATTERS PROPERLY RELATED THERETO; AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT THEREWITH was read by title and reported on favorably by His Honor, Mayor Gragson, and Commissioner Whipple, Committee for Recommendation. Commissioner Whipple moved the above-entitled Ordinance No. 823 be adopted. Motion seconded by Commissioner Fountain and carried by the following vote: Commissioners Elwell, Fountain, Sharp, Whipple and His Honor, Mayor Gragson, voting aye; noes, none. Additional time was requested on the proposed Annexation Ordinance of Sebec Acres, Lots 5 and 6, which was introduced and read by title at the regular meeting of February 3, 1960, and referred to Commissioners Whipple and Elwell, Committee for Recommendation. An Ordinance entitled: AN ORDINANCE TO AMEND SECTION IV OF ORDINANCE NO. 378, REFERRED TO AS SECTION 10, CHAPTER 24, CODE OF LAS VEGAS, NEVADA, 1949, BY AMENDING THE LAND USE PLAN MAP ADOPTED BY THE CITY OF LAS VEGAS, AND CHANGING THE ZONING DESIGNATION OF CERTAIN AREAS OF SAID MAP was read by title and reported on favorably by Commissioners Fountain and Sharp, Committee for Recommendation. Commissioner Sharp moved the above-entitled Ordinance No. 824 be adopted. Motion seconded by Commissioner Fountain and carried by the following vote: Commissioners Elwell, Fountain, Sharp, Whipple and His Honor, Mayor Gragson, voting aye; noes, none. Additional time was requested for the proposed Liquor Ordinance, which was introduced and read by title at the Regular Meeting of September 16, 1959, and referred to Commissioners Sharp and Whipple, Committee for Recommendation. Additional time was requested for the preposed Plumbing Code Ordinance, which was introduced and read by title at the Regular Meeting of the Board of City Commissioners held November 18, 1959, and referred to Commissioners Fountain and Sharp, Committee for Recommendation. City Manager Kennedy requested that a public hearing on the 1960 -61 Budget be set, and suggested March 9, 1960, as a date. Commissioner Whipple moved the public hearing on the 1960 - 61 Budget be set for Wednesday, March 9, 1960, at 7:30 P.M., in the Council Chambers of City Hall. Motion seconded by Commissioner Sharp and carried by the following vote: Commissioners Elwell, Fountain, Sharp, Whipple and His Honor, Mayor Gragson, voting aye; noes, none. Mr. Robert Hirsh addressed the Commission, stating he and James Arlin had submitted an application for a package liquor and beer license at a location on West San Francisco and Tam Drive, where a proposed shopping center, to be known as Minute Mart is to be erected. Because their lease required them to submit plans for installations, Mr. Hirsh and Mr. Arlin requested information as to whether the Board of City Commissioners would approve their application for a liquor license, based on a favorable police report. Commissioner Sharp advised that two licenses would be available after the taking of the census, as it was estimated this would show a population of 60,000. To Commissioner Fountain's question as to how far their establishment would be located from that of Joe Julian, Mr. Hirsh replied it would be in excess of 1,000 feet. Commissioner Fountain then stated he would help Mr. Hirsh and Mr. Arlin in any way possible, but added this was not to be construed as a commitment. Commissioner Sharp advised he had received two or three calls from Modeling Agencies, complaining about the Recreation Department program on modeling, stating he did not believe the Recreation Department should compete with Modeling Agencies and he was of the opinion this matter should be investigated by the City Manager. Superintendent of Recreation Bruce Trent stated their program was known as the Charm Club and consisted of about 50 teen-agers. -0O0- 2-17-60
