B e fo re t h is was d is c o v e r e d an en gin e was run o v e r the tr a c k and a r a i l len g th o f tr a c k s e t t l e d so th a t a t i e d id touch the p ip e and may have f la t t e n e d i t . I a s s e r t most p o s i t i v e l y th a t th is was a s p e c ia l a c c id e n t which m ight have beei guarded a g a in s t, hut w hich has n o th in g w h atever to do w ith the le a k s in the p ip e . As you are aware the p resen ce o f lim e rock he low the s u rfa c e in the yard p re v e n ts the p ip e b ein g bedded lo w er than a c e r t a in depth, but a l l th ese m a tters you were th o ro u g h ly inform ed o f a t the time the work was done and a r e p o r t was made o f the minimum depth o f e a r th c o v e rin g the p ip e .
