During this period the Subcontractor failed to prosecute the work vigorously. By letter dated August 15, 1955 addressed to the District, the Contractor requested a 20-day extension. Ten days of this was for the delay at the start of the job resulting from award of the work to Pipe­line Constructors first before it was awarded to the subject contractor. The other ten days was for delay caused by the heavy rains in July 1955* We recommended that this 20-day extension be granted, but the Board decided to withhold action on the extension because of the Contractors unsatisfactory progress. By letter dated January 3» 1955 (intended to be 1956) addressed to the District, the Contractor requested a 116-day extension in time.
