Dear Sir: Referring to your letter of February 1st, on the above subject: On October 19th I wrote you a letter stating that I was enclosing one from the General Manager asking for certain amendments, and in my letter of October 27th I referred to Mr. Comstock1s letter of October 18th, which was the one mentioned in the former letter, If copy of this letter was not sent you, of course it was a mistake, but the file indicated that you received it.
