SCHELLACK, being first duly sworn, deposes and says: That he is Foreman of the LAS VEGAS REVIEW JOURNAL, a daily newspaper, of general circulation, printed add published at Las Vegas, in the County of Clark, State of Nevada, and that the attached was continuously published in said newspaper for a period of Two (2) insertions from July 24, 1955 to July 31, 1955 inclusive, being the issues of said newspaper for the following dates, to-wit: July 24, 31, 1955. The Board of Commissioners of the City of Las Vegas do ordain as follows: Section 1. Section 1 of Ordinance 584 is hereby amended to read as follows: "Pursuant to Chapter 144, Laws of Nevada, 1955, there is hereby created a Board of Adjustment consisting of five (5) members. All members of such board shall be appointed concurrently except that the two members to be appointed as provided by this ordinance shall be first appointed for terms of one year and two years re- spectively. Subsequent appointments of all members shall be for five years and shall be so arranged that one will expire each year. One member of said Board shall be an appointed member of the City Planning Commission of the City of Las Vegas. Members may be removed for inefficiency, neglect of duty, or malfeasance of office after a public hearing. Vacancies shall be filled for the unexpired term of any member whose term becomes vacant. The board shall adopt rules in accordance with the provisions of the Zoning Ordinance of the City of Las Vegas. Meetings of the Board shall be held at the call of the chairman and at such other times as the Board may determine. The chairman, or in his absence the acting chairman, may administer oaths and compel the attendance of witnesses. All meetings of the Board shall be open to the public. The Board shall keep minutes of its proceedings, showing the vote of each member upon each question, or if absent or failing to vote, indicating such fact and shall keep records of its examinations and other official actions, all of which shall be immediately filed in the office of the Board and shall be a public record. Section 2. All ordinances or parts of ordinances in conflict with this ordinance are hereby repealed. Section 3. This ordinance shall be in full force and effect upon its publication, as in the next section provided, and final passage. Section 4. The City Clerk and Clerk of the Board of Commissioners of the City of Las Vegas shall cause this ordinance to be published once a week for two successive weeks immediately following its first reading and adoption in the Las Vegas Review Journal, a daily newspaper published in the City of Las Vegas. WHEREAS, it has been determined that in the interest of public health, welfare, safety and convenience, there exists a need to provide a means whereby the residents of the low and medium density residential districts of the City of Las Vegas may obtain their continuing daily needs in goods and services without traveling a considerable distance to the downtown commercial area, and WHEREAS, it is also deemed necessary in the public interest to protect the residential property values of these neighborhoods from the detrimental effects of unplanned and unnecessary commercial uses in these neighborhoods, and
