I agree.health and safety of its inhabitants, the said Public Service Commission, If It then determines It to be In the public interest and welfare so to do, may direct the installation and use of a mechanical water meter or similar mechanical device to measure the quantity of 'water so delivered and to establish the proper rate of compensation therefor; provided, that nothing in this act herein contained shall be construed to interfere with the systems of metering water employed in any town, city, or village of this state as currently established upon the effective date of this act; and provided that nothing in this section shall prohibit the installation or use of water meters in connection with the wholesale delivery or sale of water by any public utility. The commission may, in its discretion, purchase such materials.................................................
