Before the Water District shall he entitled to demand delivery of water In excess Eg of five million ($,000,000) gallons per day or one billion, eight hundred twenty-five million (1,82$,000,000) gallons per year, as provided in Paragraph 19, said Water District shall at Its own expense make additions and betterments to the Water Facilities to Increase the delivery capacity of said Water Facilities by thirteen million, seven hundred fifty thousand (13,750,000) gallons per day. The Water District shall submit to BMI plans and specifications for said additions and betterments for the written approval of BMI, which written approval shall not be unreasonably withheld. After the approval of said plans and specifications by BMI, the Water District shall without unreasonable delay make and install said additions and betterments. Any such additions or betterments constructed as an integral part of the Water Facilities shall become the property of BMI, provided that BMI agrees that no allowance for depreciation or amortization on said additions and 23.
