The D epart­m ent w ill, how ever, consider applications fo r service from individuals or others located outside o f the areas served b y such local distributing systems and m ay w ithin its discretion provide such service until such time as the premises supplied are included w ithin the area served b y an independent system, supplied b y the Departm ent, or until such tim e as it is no longer econom ically feasible fo r the D epart­m ent to continue to provide such service. A ll outside service w ill be su bject to the above general policy and to the follow in g : R ule 1. R estrictions. A ll w ater furnished b y the D e­partm ent fo r distribution outside o f the lim its o f the C ity and County shall be restricted to dom estic and ordinary com m ercial use; provided, how ever, that applications fo r w ater service fo r industrial and other purposed w ill be considered and m ay be ac­cepted i f not deem ed detrim ental to existing services or inim ical to the interests and operations o f the Departm ent. (A s am ended M ay 1, 1944. R esolution No. 6116.) Rule 2. P oints at w hich connections to transm ission lines w ill be made. S ervice connections to the De- ' partm en t’s transmission mains w ill be made only at ! points to be chosen b y it. In general such locations j w ill be at existing road crossings or where there is / a suitable existing outlet. Taps in to the mains w ill be held to a minimum and w ill be made at such points as w ill least affect existing street or other im provem ents and at the same time best provide fo r future additional services. The Department will install, at its expense, the connection to the main and the necessary meters provided the application is approved and the service is for permanent use. Tem porary service w ill not be provided, where tapping a transmission main is involved except to m eet an urgent requirem ent concerning the public w elfare. W here any tem porary service is installed, the entire expense o f installing and rem oving the connection, exclusive o f the cost o f the meter, shall be borne b y the applicant. (A s am ended M ay 1, 1944. Resolution N o. 6116.) R ule 3. Supply lines at expense o f applicant. A ll supply and distribution mains from the connection w ith the D epartm ent’s system shall be installed by the applicant at his expense, w ith the follow in g ex­ceptions : The refunding rules (S ection B— Rules 2, 3 and 4) w ill apply to main extensions in. the V isitacion V a l­ley district including service to the livestock and ex­position buildings o f A gricultural D istrict 1A and to the San Francisco A irp ort and the im m ediate v i­cin ity, where applicants may, in the judgm ent o f the Departm ent, be adequately and econom ically served b y a branch main or mains from the 12-inch line supplying the A irport. i(As amended M ay 1, 1944. R esolution N o. 6116.) Rule 4. L ocation o f m eters and resonsibility fo r w ater delivered. On individual supply lines the meters w ill be installed b y the Departm ent at or near the connection to the m ain transm ission line. The D epartm ent w ill be responsible fo r the m ainte­nance and repairs o f the connection and the meter, but the applicant must maintain and repair and re­place the suprply line leading from the D epartm ent’s m eter to his premises. The applicant w ill be held re­sponsible fo r paym ent fo r all w ater passing through the D ep artm en t’s meter, whether the w ater has been beneficially used b y the applicant or lost through leakage in his supply lines or fixtures. Rule 5. Fire service from transm ission lines. No connections w ill be made to the D epartm ent’s trans­mission mains fo r fire service alone. Rule 6. Departm ent responsibility fo r pressure. The Departm ent w ill not accept responsibility at any time to m aintain pressure on its lines. A pplicants shall safeguard their supplies b y providing adequate pump­ing, storage fa cilities or oversize piping. 16 17
