As you know* a great many of these Jobs require expedited handling, if it is necessary to send out invitations for bids for these jobs, and allow the customary three or four weeks for the contractors to prepare and submit bids, I am afraid we will have considerable criticism due to the delays in the actual acceptance of the construction contracts and the execution of Buie 9 contracts* Since, as I have stated, these contractors* estimates are checked by Mr. Maag. who is quite conversant with the probable cost of such work ( L d by Mr. Montgomery when submitted to him), do you still feel District would be subject to criticism in taking such individual bidif it has been checked and reviewed both by Mr. Maag and Mr. Montgomery before accepted? There are no contractual previsions requiring three bids on work of this kind. If, as a practical matter, after Mr. Montgomery and Mr. Maag have reviewed the estimates furnished by any contractor for any pff" ticular project, Mr. Montgomery is not satisfied and still*eel8. District should secure three bids, I have no objection to him getting such bids, and, having secured such bids, I am agreeable to accepting the lowest thereof from a reliable contractor, assuming such bid is lover than Mr. Haag's estimate. (I assume you will agree with me that bids are not necessary for jobs under $2,000.90).
