Adj ournment >AL C O M MiJM iCATlOWb C O M MISSION WASHINGTON, D.C. 20354 October 11, 1973 IH REPLY riS>-S« TO: S832-RHJ Mr. Tim McRoberts University of Nevada System Board of Regents 413 05 Maryland Parkway Las Vegas, NV 89154 Dear Mr. McRoberts: A preliminary study of your application, tendered for filing on May 19, 1978, for a construction permit for a new noncommercial educational FM broadcast station on Channel 218 (91.5 MHz) in Las Vegas, Nevada, reveals the following engineering deficiency: You list an efficiency of 98,2% for your proposed length and type of transmission line. Our study, however, indicates that the efficiency is approximator! 98.9%. Accordingly, your application is being considered with a transmission line efficiency of 98.9% and a transmitter power output of 9.9kW, so as to maintain the proposed effective radiated power of 14.7 kVJ. A response to this letter is not necessary unless you disagree with this finding. Sincerely yours David S. To insure that all budgets will be presented to the Appropriations Board in time for the Board to study, suggest changes in, and prepare their recommendations to the Senate. 2. To insure that the Appropriations Board presents the budget proposal along with their proposed revisions and recommendations to the Senate in time for the Senate to adequately familiarize itself with all proposals so that the Senate can make adequate and proper decisions therein. In order to accomplish the above now it is therefore suggested that item IX and XI of the now standing Operating Policy of the Appropriations Board be amended, and item XV be added, all to read as follows: IX. The Activities Board must submit a preliminary budget, to the Appropriations Board, as provided in Section II of this Operating Policy. Further itemized budgets, (preferrably proposed budgets, however, in lieu of a proposed budget a "tentative" budget) , pertaining to specific events must be submitted to the Appropriations Board for recommendations at least 35 days before encumbrance of funds. The Appropriations Board shall meet within 5 days of receipt of such an itemized budget for the purpose of its consideration. The Appropriations Board, in turn, will submit to the Senate the budget proposal along with proposed revisions and recommendations at least 21 days before encumbrance of funds. XI. Non-action by the Appropriations Board on any matter signifies tacit approval, and all items that were to be forwarded to the Senate without a recommendation by the Appropriations Board shall be forwarded to the Senate at least 21 days before encumbrance of funds. XV. In the event the time schedule outlined in item IX or XI is violated, the Appropriations Board Chairman or his representative will report to the Senate at least 21 days before the proposed encumbrance of funds to explain: (A) cause of violation, and (B) proposed time schedule for budget submission to the Senate. Tentative Budgets - are updated "preliminary" drafts that have been outlined well in advance of the activity. Having ordered 500 copies of the yearbook, this brings the total charges to $8,309.00. Your invoice indicates a charge of $9,315.00, a difference of $1,006.00. Prior to our being able to process your invoice for payment, we will need a breakdown of the services performed by your company to justify the increased charges over those authorized in our purchase order.
