I t must a lso be borne la mind that any additional water to be obtained from the proposed plan would not bo a v a il­able fo r a t le a s t four or fir # years. The statement that le a s water was withdrawn in 1947 than in 1946 has no on the water situ ation gen erally a s the withdrawals were en tirely a matter of the amount of water consumed. Wo know that the population, in 1947 was greater ***** in 1946 and consequently the reduced consumption in 1947 must hate been a fa cto r of reduced per capita consumption, probably due to e lis a t ie conditions. Unless i t can be shown that Union P a cific would bo damaged by completion o f the Water D istr ic t, X am opposed to our taking any p o sitio n in the matter a s i t i s my opinion that the value to Union P a c ific of a continuing development in the area would bo much greater than the revenue we are p resen tly earning from the water u t ilit y , and In any ease, even i f i t should la te r bo found necessary or advisable fo r us to oppose the development of the Water D istr ic t, X think th is could bo accomplished without our appearing too prominently in the n atter. \ -
