A s s i s t a n t g e n e r a l a t t o r n e y In line with our telephone conversation today, I am attaching copy of bill to amend the meter law, an earlier draft of which was sent to Mr. Oliver Thomas, our representative in Carson City. I had advised Mr. Thomas that Mr. Cory had discussed with Miss Maude Frazier the question of introducing this bill and for your personal information, Mr. Thomas writes me in part as follows: "Miss Frazier, whose seat in the Assembly is adjacent to that of Mr. Coulthard (D), asked Mr. Coulthard what his opinion in the matter would be saying that he was better qualified to give an opinion in the matter than she. Mr. Coulthard took the firm position that none of the Las Vegas delegation should sponsor such legislation and further stated that he could not see why the Union Pacific was interested in the matter as the Company had apparently reached an agreement with the Las Vegas Water District to dispose of the Las Vegas Land and Water Company." In view of our discussion in my office and in view of the fact that we all admit there is some question as to the legality of the district installing meters without additional legislation, and in view of the fact that this proposed bill would remove that doubt, it seems to me that we should have the hearty support of the district and that if Mr. Coulthard does not desire to introduce the bill for reasons best known to himself, that he should have Miss Frazier introduce it and then he and the other Clark County delegation should get behind it.
