Motion seconded by Commissioner Jarrett and carried by the following vote: Commissioners Bunker, Jarrett, Peccole, Whipple and His Honor voting aye; noes, none. Commissioners Jarrett and Peccole, committee, for recommendation on the proposed ordinance amending the Minor Ordinance, asked for additional time before reporting. An ordinance entitled: AN ORDINANCE TO AMEND SECTION IV, OF ORDINANCE NO. 378 ALSO REFERRED TO AS SECTION 10, CHAPTER 24 OF THE LAS VEGAS CITY CODE, BY AMENDING THE LAND USE PLAN MAP ADOPTED BY THE CITY OF LAS VEGAS, AND CHANGING THE ZONE DESIG­NATION OF CERTAIN AREAS ON THE SAID MAP, was reported on favorably by Commissioners Jarrett and Peccole and thereafter read in full to the Board. Commissioner Peccole moved the above entitled Ordinance No. 474 be adopted. Motion seconded by Commissioner Jarrett and carried by the following vote: Commissioners Bunker, Jarrett, Peccole, Whipple and His Honor voting aye; noes, none. An ordinance entitled: AN ORDINANCE PROVIDING FOR THE PROTECTION OF THE PUBLIC HEALTH AND SAFETY AND THE EXAMINATION, REGISTRATION AND LICENSING OF PERSONS ENGAGED IN THE BUSINESS OF PLUMBING OR LABORING AT THE TRADE OF PLUMBING; REQUIRING A PERMIT FOR THE INSTALLATION OF ALTERATION OF PLUMBING, GAS AND DRAINAGE EXAMINERS AND PRESCRIBING THEIR DUTIES; DEFINING CERTAIN TERMS; ESTABLISHING MINIMUM REGULATIONS FOR THE INSTALLATION, ALTERATION OR REPAIR OF PLUMBING, GAS AND DRAINAGE SYSTEMS AND THE INSPECTION THEREOF; PROVIDING PENALTIES FOR ITS VIOLATION AND REPEALING ORDINANCES 292, 307, 317 and 420 AND ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT THEREWITH, was read by title and referred to Commissioners Peccole and Whipple for recommendation. An ordinance entitled: AN ORDINANCE TO REPEAL ORDINANCE NO. 460 ENTITLED: "AN EMER­GENCY ORDINANCE REQUIRING SUBDIVIDERS TO PAY TO THE CITY OF LAS VEGAS, FEES FOR THE INSPECTION BY THE CITY ENGINEER OF SUBDIVISION CONSTRUCTION, AND PROVIDING PENALTIES FOR THE VIOLATION THEREOF AND REQUIRING THE CITY ENGINEER TO MAKE INSPECTIONS", was read by title and referred to Commissioners Bunker and Jarrett for recommendation. At this time a request of Mr. Jess E. Meyers for a permit for water from the Sewage Disposal Plant was presented to the Board for their consideration. Commissioner Bunker moved that action on this request be deferred. Motion seconded by Commissioner Whipple and carried by the following vote: Commissioners Bunker, Jarrett, Peccole, Whipple and His Honor voting aye; noes, none. ZONE VARIANCE APPLICATIONS The recommendation of the Regional Planning Commission dated December 3, 1951 concerning R. J. Kaltenborn the request of R. J. Kaltenborn for permission to construct offices, service departments 4th & Hoover and apartments on the southeast corner of Hoover and 4th Streets in an R-3 District, was read to the Board. Thereafter Commissioner Jarrett moved this matter be tabled for further study. Motion seconded by Commissioner Peccole and carried by the following vote: Commissioners Bunker, Jarrett, Peccole, Whipple and His Honor voting aye; noes, none. At this time the recommendation of the Regional Planning Commission dated December 4, 1951 on the application of Huedillard P. Fitzgerald for permission to construct a 5- unit apartment in an R-1 District, said property located at 713 Monroe Street was pre­sented to the Board for their consideration. Commissioner Bunker moved the recommendation of the Regional Planning Commission be accepted and the variance allowed. Motion seconded by Commissioner Peccole and carried by the following vote: Commissioners Bunker, Jarrett, Peccole, Whipple and His Honor voting aye; noes, none. The recommendation of the Regional Planning Commission dated December 3, 1951 on the application of James W. F. Stubbins, Lot 13, Block 24, 14th Street Addition, requesting permission to construct and additional 3-room apartment behind his residence at 369 North Bruce Street, was presented to the Board for consideration. Commissioner Peccole moved the recommendation of the Regional Planning Commission on the request of Mr. Stubbins for an additional 3-room apartment at 369 North Bruce Street be approved, and the Planning Commission be further asked to rezone the entire block for multiples. Motion seconded by Commissioner Jarrett and carried by the following vote: Commissioners Bunker, Jarrett, Peccole, Whipple and His Honor voting aye; noes, none. Commissioners Jarrett and Whipple recommended that the City of Las Vegas accept the pro­posal for North Las Vegas to use the Las Vegas Sewage Plant, as submitted by the City Attorney's Office memorandum dated December 14, 1951, with the following corrections: 1. Underitem No. 1 the amount of $40,000 should be "approximately $40,000". 2. Under item No. 1 the definite amount to be determined by the lowest successful bid when the time arrives to make the addition. 3. Under item No. 2 the sum of $32.24 per million gallons should be an approximate amount, to be determined definitely after due consideration. 4. Under item No. 4. the cost to the City of Las Vegas should be determined by the capital outlay of the City of North Las Vegas and the amount of flow per million gallons going through the Westside-Bonanza Village area line, to be determined after a more detailed study.
